OVERVIEW

Mr. Federer has over 28 years of comprehensive right-of-way expertise and recently joined the Dunrobin team as a Project Manager. His experience includes nearly 15 years with the City of Columbus, City Attorney’s Office and nearly 10 years with Stantec Consulting, Inc. (formerly R.D. Zande & Associates) where his duties included project management, value analysis, title research, negotiations, closings and relocation. He has provided consulting services to government agencies throughout central Ohio and to ODOT districts primarily located within the former Southeast Region. Mr. Federer has provided management services and other right of way services for transportation, sanitary sewer, stormwater drainage, water and airport projects. In addition, he has collaborated on right of way projects with numerous local, municipal, county and state agencies throughout the State of Ohio, including: City of Columbus, City of Delaware, Grove City, Village of Obetz, City of Westerville, Clark County, Delaware County, Fairfield County, Franklin County and the Ohio Department of Transportation. He is a valuable asset to the Dunrobin team and augments the depth of our team with experience in a multitude of right of way disciplines.

EXPERIENCE/ QUALIFICATIONS

Project Management, Value Analysis, Negotiations, Closings and Relocation

  • Seasoned project manager, accomplished in project development, appraisal scoping services, negotiation oversight, right of way plan problem identification, right of way plan coordination, and relocation oversight, value finding and value analysis review
  • Proficient in the Uniform Relocation and Real Property Acquisition Policies Act of 1974 (49 CFR Part 24)
  • Proficient in Section 163 of the Ohio Revised Code, all applicable Federal, State, and City rules and regulations, and ODOT’s acquisition policies and procedures
  • Resolves disputes and negotiates compromises
  • Analyzes and explains right-of-way plans, maps, construction plans, appraisals, title reports, and environmental reports to property owners
  • Extensive experience in relocation and relocation oversight
  • Prepares documents such as offer letters, contracts, affidavits, conveyance documents, rights of entry and closing statements
  • Manages discussions with property owners regarding the effects and impact of projects to their property, ensuring they are treated fairly and equitably
  • Acts as transaction closing agent handling the transfer of property through execution of closing statements, recording easement plats, distributing compensation, and disbursing funds
  • Internal and client status reporting
  • Coordinates and facilitates public meetings
  • Attends meetings in supporting client efforts to secure project internal and external funding
