OVERVIEW

Ms. Carman has over 30 years of comprehensive real estate and right-of-way expertise and recently joined the Dunrobin team as a Senior Acquisition Manager. Her experience includes nearly 24 years as an Assistant City Solicitor for the City of Cincinnati, including Chief Legal Counsel where her duties included acquisition management, title research, and closings. Ms. Carman has provided legal and right-of-way services for transportation, sanitary sewer, stormwater drainage, water, housing and economic development projects. Most recently she served as the acquisition manager for the Consent Decree projects for the Metropolitan Sewer District of Greater Cincinnati. In this position, she established the acquisition and relocation protocols for the project; co-authored a Supplemental Benefits Program intended to augment relocation benefits; set fair market values for the agency; reviewed and approved relocation settlements; worked with negotiators for cases requiring administrative settlements, recommending such settlements for approval to the district’s director; reviewed title exams, and where title problems existed, determined the best method to resolve such problems; reviewed acquisition files to ensure the purchases complied with applicable state and federal laws and regulations. She is a valuable asset to the Dunrobin team and augments the depth of our team with experience in a multitude of right-of-way disciplines.

EXPERIENCE/ QUALIFICATIONS

Acquisition Management, Closings, Title and Relocation

  • Seasoned acquisition manager, accomplished in oversight of all phases of simple to complex acquisitions including appraisals, title exams, negotiations, relocation to ensure all property owners and tenants are treated fairly and equitably
  • Proficient in the Uniform Relocation and Real Property Acquisition Policies Act of 1974 (49 CFR Part 24)
  • Proficient in Section 163 of the Ohio Revised Code, all applicable Federal, State, and City rules and regulations, and ODOT’s acquisition policies and procedures
  • Prepares documents such as offer letters, contracts, affidavits, conveyance documents, rights of entry and closing statements
  • Experienced as a transaction closing agent handling the transfer of property through execution of closing statements, distributing compensation, and disbursing funds
